Please note, Migration Monster automatically reduces the rate of transfer when it detects throttling so your mailbox migration will still complete with throttling in place. 


These instructions below are intended for a technical person with an understanding of Microsoft Exchange Server. 

Please seek approval from the email servers administrator before making any changes. The server administrator should check and make sure that the commands are correct and appropriate for your environment.


For Exchange 2007, changes can be made to adjust the server performance. Please read the following article  https://technet.microsoft.com/en-us/library/cc540454(v=exchg.80).aspx


For office 365, you are unable to modify the throttling settings. However, from within office 365 please raise a support request, informing Microsoft that you are having issues with throttling and can they reduce or remove the throttling so you can complete your migration . Please also inform them that you are using a migration tool based on IP address 51.141.24.119 to on-board your mailboxes



Exchange 2010, 2013 and 2016


Disabling throttling for all mailboxes (see lower down the procedure for disabling throttling for admin credentials if migrating using the admin credentials option)


Exchange Server 2010:

  • From the Microsoft Exchange Management Shell enter the following:-

New-ThrottlingPolicy MMPolicy

  • Now enter the following as one line:-

Set-ThrottlingPolicy MMPolicy -RCAMaxConcurrency $null -RCAPercentTimeInAD $null -RCAPercentTimeInCAS $null -RCAPercentTimeInMailboxRPC $null -EWSMaxConcurrency $null -EWSPercentTimeInAD $null -EWSPercentTimeInCAS $null -EWSPercentTimeInMailboxRPC $null -EWSMaxSubscriptions $null -EWSFastSearchTimeoutInSeconds $null -EWSFindCountLimit $null -CPAMaxConcurrency $null -CPAPercentTimeInCAS $null -CPAPercentTimeInMailboxRPC $null -CPUStartPercent $null

  • Now apply the new policy to the mailboxes with the line below+-

Get-Mailbox | Set-Mailbox -ThrottlingPolicy MMPolicy




Exchange Server 2013 or 2016:

  • From the Microsoft Exchange Management Shell enter the following:-

New-ThrottlingPolicy MMPolicy

  • Now enter the following as one line:-

Set-ThrottlingPolicy MMPolicy -RCAMaxConcurrency Unlimited -EWSMaxConcurrency Unlimited -EWSMaxSubscriptions Unlimited -CPAMaxConcurrency Unlimited -EwsCutoffBalance Unlimited -EwsMaxBurst Unlimited -EwsRechargeRate Unlimited

  • Now apply the policy by entering the following line:-

Get-Mailbox | Set-Mailbox -ThrottlingPolicy MMPolicy




Disabling throttling for admin credentials access


Exchange Server 2010:

  • From the Microsoft Exchange Management Shell enter the following:-

New-ThrottlingPolicy MMPolicy

  • Now enter the following as one line:-

Set-ThrottlingPolicy MMPolicy -RCAMaxConcurrency $null -RCAPercentTimeInAD $null -RCAPercentTimeInCAS $null -RCAPercentTimeInMailboxRPC $null -EWSMaxConcurrency $null -EWSPercentTimeInAD $null -EWSPercentTimeInCAS $null -EWSPercentTimeInMailboxRPC $null -EWSMaxSubscriptions $null -EWSFastSearchTimeoutInSeconds $null -EWSFindCountLimit $null -CPAMaxConcurrency $null -CPAPercentTimeInCAS $null -CPAPercentTimeInMailboxRPC $null -CPUStartPercent $null

  • Now apply the policy by entering the following line:-

Set-Mailbox <AdminAccountName> -ThrottlingPolicy MMPolicy


Please note, <AdminAccountName> should be replaced with the name of the admin account used for the migration.



Exchange Server 2013 and 2016:

  • From the Microsoft Exchange Management Shell enter the following:-

New-ThrottlingPolicy MMPolicy

  • Now enter the following as one line:-

Set-ThrottlingPolicy MMPolicy -RCAMaxConcurrency Unlimited -EWSMaxConcurrency Unlimited -EWSMaxSubscriptions Unlimited -CPAMaxConcurrency Unlimited -EwsCutoffBalance Unlimited -EwsMaxBurst Unlimited -EwsRechargeRate Unlimited

  • Now apply the policy by entering the following line:-

Set-Mailbox <AdminAccountName> -ThrottlingPolicy MMPolicy
